1948年12月1日，中國(guó)人民銀行在河北省石家莊市宣布成立。華北人民政府當(dāng)天發(fā)出布告，由中國(guó)人民銀行發(fā)行的人民幣在華北、華東、西北三區(qū)的統(tǒng)一流通，所有公私款項(xiàng)收付及一切交易，均以人民幣為本位貨幣。1949年2月，中國(guó)人民銀行由石家莊市遷入北平。1949年9月，中國(guó)人民政治協(xié)商會(huì)議通過(guò)《中華人民共和國(guó)中央人民政府組織法》，把中國(guó)人民銀行納入政務(wù)院的直屬單位系列，接受財(cái)政經(jīng)濟(jì)委員會(huì)指導(dǎo)，與財(cái)政部保持密切聯(lián)系，賦予其國(guó)家銀行職能，承擔(dān)發(fā)行國(guó)家貨幣、經(jīng)理國(guó)家金庫(kù)、管理國(guó)家金融、穩(wěn)定金融市場(chǎng)、支持經(jīng)濟(jì)恢復(fù)和國(guó)家重建的任務(wù)。
